Whole Life Carbon: What Green Mark 2021 Asks Of Materials

A materials submission that sailed through on a project two years ago can come back with questions today. The query is rarely about performance. It is about carbon, and specifically about what the manufacturer can evidence, because the assessment framework has moved and the paperwork expected alongside a product has moved with it.

Whole Life Carbon is now one of the named sustainability sections of Green Mark 2021, sitting alongside Resilience, Intelligence, Health and Wellbeing, and Maintainability. That change pulls material selection into territory that used to belong almost entirely to building services and envelope design. Specifiers looking for eco-friendly pipes increasingly need something more concrete than a general claim, and the certifications a product actually holds are the place that conversation starts.

What Does Green Mark 2021 Cover?

Green Mark 2021 is BCA’s certification scheme for buildings, tailored to the tropical climate, and it applies to new and existing buildings across commercial, industrial, institutional and residential use. The current edition is the second, effective from 1 January 2024. Energy Efficiency is the scheme’s only prerequisite section, with the five sustainability sections scored around it, and BCA sets out the structure on its Green Mark 2021 scheme page.

One distinction needs to be kept straight, because supplier literature muddles it regularly. Green Mark certifies buildings. It does not certify products. A pipe cannot hold a Green Mark rating; a building can, and the products specified into it contribute to the score it achieves.

Carbon has moved from voluntary to conditional in places. Certain Government Land Sales sites, including those in Jurong Lake District and Marina South, require Green Mark Platinum with the Super Low Energy rating and the Whole Life Carbon Badge, so a project on one of those parcels carries the carbon requirement as a condition of the land, not as an aspiration.

Where Materials Enter The Calculation

Whole life carbon covers both the operational emissions of running a building and the embodied emissions locked into producing, transporting, maintaining and eventually disposing of the things it is built from. Materials sit almost entirely on the embodied side, which is the half that gets fixed at specification and cannot be improved afterwards through better operation.

The calculation itself has been standardised. The Singapore Building Carbon Calculator, developed by JTC Corporation, administered by the Singapore Green Building Council and endorsed by BCA, provides the common framework, built around the Building Embodied Carbon Calculator for architectural and structural elements. It draws its product data from Environmental Product Declarations, which is why the demand for that paperwork has grown so quickly.

What An EPD Actually Tells You

An Environmental Product Declaration is a Type III environmental declaration prepared under ISO 14025, reporting a product’s environmental performance from a life cycle assessment against defined rules, and intended mainly for business-to-business use. It is a disclosure document, not a pass mark: an EPD reports what a product’s impacts are and does not certify that they are low. That changes how it should be read, because two products can both hold valid declarations and perform very differently, and one prepared to a different set of product category rules or a different system boundary will not compare cleanly with another. SGBC accepts third-party EPDs from recognised programme operators and has begun evaluating some categories, including steel and ready-mixed concrete, on the global warming potential reported in them. Singapore does not operate its own EPD programme, so declarations come from external operators.

What Can Be Claimed About uPVC

Accuracy protects a submission better than enthusiasm does. uPVC is durable, corrosion resistant and long-lived in service, and a long service life reduces the replacement cycles that drive embodied carbon over a building’s lifetime. Rigid PVC is also mechanically recyclable, a position set out by the European Council of Vinyl Manufacturers, though that industry body is equally clear that composites and legacy additives complicate conventional mechanical recycling.

Several things should never be said of the material. uPVC is not biodegradable, and it should never be presented as carbon neutral or plastic free. Recyclability in principle is also not the same as any particular recycling outcome in Singapore, where no published local rate exists for the material. Vicplas holds SGBC Green Mark certification at the 4-Tick level for products in our range, and our commitment to sustainability was recognised with the SGBC-BCA Leadership in Sustainability Award 2022. Those are specific, awarded and checkable, which is exactly what a submission needs.

Where the piping specification connects to a project’s energy performance, the ground covered on SLE buildings with high performance uPVC sets out how the material fits alongside the operational side of the assessment.

Questions To Put To A Supplier

A short, specific set of questions will tell you more about a product’s carbon position than any brochure, and answers that name a document beat answers that describe a philosophy:

  • Does an EPD exist for this specific product, and under which programme operator was it published?
  • What system boundary and product category rules does the declaration use?
  • Which certifications does the product itself hold, at what tier, and when do they expire?
  • What is the expected service life in the intended application, and on what basis?
  • What documentation can be supplied to support a Whole Life Carbon submission?
  • Where is the product manufactured, and how does that affect transport in the assessment?

Conclusion

The shift towards carbon accounting has raised the standard of proof for everyone in the supply chain, and that is a fair development. Vague sustainability language no longer survives a technical review, while specific certifications, valid declarations and a realistic service life all carry real weight in an assessment.
